&lt;p lang=en&gt;&lt;span&gt;Israel is once more contemplating whether to do an Arab leader a favor and determine that he is truly interested in making peace. Whether to grant him a seal of approval, and in so doing, enable him to request the lifting of Western sanctions, or reject him for another decade until he matures. Come back when you're older. &lt;br&gt;&lt;br&gt;The ongoing disagreement with Syrian President Bashar Assad, who came to power 7 years ago, pertains to whether he is someone to talk to and not to whether there is anything to talk about with Syria. Does Assad mean business, or is he still a 42-year-old kid? &lt;br&gt;&lt;br&gt;The debate is based on two strategic conceptions. The first is that in the Middle East, one signs agreements with leaders, as opposed to nations. After all, the states of the region are headed by tyrants, whose ability to survive can determine the durability of a treaty. The second assumption is that signing a peace agreement with Israel is a privilege that Israel deigns to grant its partners. &lt;/span&gt;

&lt;p lang=en dir=ltr&gt;&lt;span&gt;This is not strictly an Israel perception. It comes neatly packed straight from Washington. The U.S. administration recognizes that any peace deal between an Arab country and Israel requires an American dowry. And for that, the prospective groom must first obtain the in-laws' approval. &lt;br&gt;&lt;br&gt;This is fair enough, except the American in-law is not too keen on seeing Assad receive peace with Israel when he is still suspected of aiding the terrorist organizations operating in Iraq. Hence, President Bush is forcing a linkage between the Iraq War and the Arab-Israeli conflict, even though the two conflicts are not interdependent. Bush is therefore ready to prolong the Syrian-Israeli standoff and make it a hostage of the Iraqi imbroglio. &lt;br&gt;&lt;br&gt;Just or unjust, the American interest prevents Israel from addressing a homemade paradox. Why are the statements of the unreliable Assad that he might consider acting with force against Israel to regain the Golan Heights received here with total credence, when his references to peace are subjected to the scrutiny of microscopic analysis? &lt;br&gt;&lt;br&gt;After all, if Assad's belligerent intentions are credible, so, too, should be his peaceful intentions. If he is willing to embark on such a potentially costly military gambit, then we can assume that he will be willing to launch a similar maneuver with regard to peace. &lt;br&gt;&lt;br&gt;This reasonable assumption, however, finds its way blocked by a colossal obstacle: the famous Israeli fixation that leads Jerusalem to believe that every Arab state - with the exception, that is, of Egypt, Jordan, the United Arab Emirates, Qatar, Tunisia, Oman, Morocco and perhaps a few others - is serious only when it comes to war. Talk of peace, however, is invariably a bluff, designed to camouflage hidden intentions and buy time for the preparations for the next war. &lt;br&gt;&lt;br&gt;This perception, too, is false. For those who claim Assad is preparing for war cannot seriously go on to argue that the Syrian leader needs peace to prepare Syria for that war. He is well prepared as it is. &lt;br&gt;&lt;br&gt;The trouble with the negotiations with Syria does not end with Assad himself, but includes the package he is able or unable to deliver. Israel is not simply interested in a bilateral peace agreement with Syria, such as that which it has with Jordan or Egypt. Through Assad, is seeks as well to neutralize Hezbollah and Iran. &lt;br&gt;&lt;br&gt;In addition, Israel also aims to secure the Iraqi bonus for the U.S., demanding on top of everything else that Hamas and Islamic Jihad hightail it out of Damascus. Anything short of that, Israel argues, is just not worth the effort. &lt;br&gt;&lt;br&gt;The package Israel is bucking for is a brazen one. Israel does not demand of Turkey that it terminate its relations with Iran, nor will Israel sever its ties with Egypt if it resumes its diplomatic relations with the Islamic Republic. &lt;br&gt;&lt;br&gt;Moreover, Israel would be willing to sign a peace deal with Lebanon even with Hezbollah maintaining its presence on the border. It will not turn its back on Saudi Arabia, which regards the Palestinian unity government, in which Hamas is a participant, as legitimate. Syria, though, is a different matter. &lt;br&gt;&lt;br&gt;In order to be regarded as a partner for peace, Assad must satisfy criteria no less demanding than the ones set by the Interior Ministry for allowing the reunification of Palestinian families from the territories with their Israeli relatives. &lt;br&gt;&lt;br&gt;With terms such as these, it is indeed best to prepare for war.&lt;/span&gt;&lt;/tbody&gt;&lt;/table&gt;&lt;/div&gt;

&lt;p&gt;Last week, Israel’s Winograd Commission published an interim report scrutinizing Israel’s conduct during what it called the country’s most recent military “campaign.” But the report failed to draw the most essential lesson from the July war and the wars that preceded it: military action does not give the people of Israel security. On the contrary, it compromises it. The only way for the people of Israel and the Arab world to achieve stability and security is through a comprehensive peace settlement to the overarching Arab-Israeli conflict. 
&lt;p&gt;It is in this vein that participants in the March Arab League summit in Riyadh called again for a peace proposal originally put forward at a similar gathering in Beirut in 2002. The Arab Peace Initiative, as it is called, was introduced by Saudi Arabia and endorsed by all the Arab countries. It offers Israel full recognition by the 22 members of the Arab League in exchange for an Israeli withdrawal to its pre-1967 borders, thus allowing the Palestinians to create a viable independent state on what is only 22 percent of historic Palestine.
&lt;p&gt;This is a high price but one the Arabs are willing to pay, as it is the only realistic path to peace that conforms to all United Nations Security Council and General Assembly resolutions addressing the conflict, and ensures the right of return of the Palestinian people. The Arab states are not seeking to wipe Israel off the map. Rather, we are seeking the legitimate goals of an armistice, secure borders and the ability of all of the region’s people to live in peace and security.
&lt;p&gt;Last summer’s war was only the latest eruption of violence in this enduring conflict, and hindered prospects for peace rather than creating opportunities for it. The Winograd interim report criticized the Israeli government’s war goals as being unclear and unachievable, yet the Israeli Army came dangerously close to achieving the stated goal of its chief of staff, Lt. Gen. Dan Halutz: to “turn Lebanon’s clock back 20 years.” 
&lt;p&gt;The report made no mention of the sheer damage inflicted. Lebanon’s airports, bridges and power plants were systematically ravaged. Villages were destroyed, and more than an eighth of its population displaced. The bombardment caused an estimated $7 billion in damage and economic losses while leaving behind 1.2 million cluster bomblets that continue to kill and maim innocent people. 
&lt;p&gt;Most important, the war took the lives of more than 1,200 Lebanese citizens, the vast majority of them civilians. This epitomizes the protracted injustice Arabs feel as a result of Israel’s record of destruction of their lives and livelihood, its oppression of the Palestinian people and its continued illegal occupation of Arab lands. The July war proved that militarism and revenge are not the answer to instability; compromise and diplomacy are.
&lt;p&gt;This should be the impetus for Israel to seek a comprehensive solution based on the Arab Peace Initiative. The Winograd Commission’s failure to discuss the war’s implications for peace prospects leads one to wonder whether Israel would rather allow this conflict to fester as long as it is under relatively controlled conditions. Its goal should be regional peace and security, which can be realized only through a just resolution to the Arab-Israeli conflict. The inevitable alternative is increased extremism, intolerance and destruction.
&lt;p&gt;Like the Israelis, the Arab people have legitimate security concerns, as evidenced by what Lebanon endured last summer. So often we have seen parties to the conflict use force in the name of self-defense and security, only to further aggravate the situation and compromise the very security they seek. These escalations also occur because there has never been full compliance with international law. Thus, illegal occupations, over-flights, detentions, house demolitions, humiliating checkpoints, attacks and counterattacks continue to heighten the anger and despair. Perpetuating hostility and distrust in this manner goes against the tide of confidence-building this region needs to foster stability. The conflict has persisted for so long, generating so many tangled consequences, that diplomacy remains the only option.
&lt;p&gt;Because of its unique role in the world, the United States has a responsibility to display leadership and courage in helping the two sides achieve a just and lasting peace. The people of the Middle East aspire simply to live in freedom and dignity, without constant threats of violence, occupation and war. This is achievable if we demonstrate political will and learn the harsh lessons from the past. Leading these peace efforts is not only an American responsibility, it is in the United States’ interests: peace in the Middle East would offer a gateway to reconciliation with the Muslim world during these times of increased divisiveness and radicalism.
&lt;p&gt;The Winograd Commission tried to draw conclusions about the Israeli political and military leadership from their actions during the July war. The correct lesson is that the only path to long-lasting peace is itself peaceful. With the support of the United States and its partners in the Quartet on the Middle East — the European Union, the United Nations and Russia — we hope to use the Arab Peace Initiative as the foundation to finally bring about a comprehensive peace to our troubled region. Only then will the people of the Middle East be able to finally realize their shared goal of living in freedom with security and lasting peace.

&lt;p&gt;Nicolas Sarkozy certainly has a mandate. But a mandate for what?
&lt;p&gt;The huge turnout in Sunday’s presidential election in France marks a clear desire by its population for significant change. Whether President Sarkozy will deliver it is debatable. 
&lt;p&gt;&lt;img alt="French economy and stock market" src="http://media.ft.com/cms/cf4976ae-fcb5-11db-9971-000b5df10621.gif" align=left border=0&gt;There are several reasons for scepticism. Mr Sarkozy’s track record is mixed. He is viewed as a reformer, yet bailed out &lt;b&gt;&lt;a href="http://mwprices.ft.com/custom/ft2-com/html-quotechartnews.asp?FTSite=FTCOM&amp;amp;q=ALO&amp;amp;searchtype&amp;amp;expanded=&amp;amp;countrycode=fr&amp;amp;s2=fr&amp;amp;symb=ALO&amp;amp;company=NEW"&gt;&lt;font color="#003399"&gt;Alstom&lt;/font&gt;&lt;/a&gt;&lt;/b&gt;, the French engineering group, in 2003. He has committed to reducing government debt, yet wants to cut taxes and increase spending on a range of sectors. That said, the prospects for the French economy are undoubtedly better under Mr Sarkozy than they would have been under his opponent. Assuming his party, the UMP, receives a similar mandate in parliamentary elections in June, ground-breaking legislation should soon follow. Most hopeful is the prospect for reform of the labour market. There are also hopes that the 35-hour working week will be made less of a burden; and that the bloated civil service will be cut.
&lt;p&gt;Such moves to free France’s economy would be extremely welcome to investors. Less welcome would be continued political meddling in corporate decision-making. Mr Sarkozy is fond of “national champions” and has pledged, for example, never to privatise &lt;b&gt;&lt;a href="http://mwprices.ft.com/custom/ft2-com/html-quotechartnews.asp?FTSite=FTCOM&amp;amp;q=GAZ&amp;amp;searchtype&amp;amp;expanded=&amp;amp;countrycode=fr&amp;amp;s2=fr&amp;amp;symb=GAZ&amp;amp;company=NEW"&gt;&lt;font color="#003399"&gt;Gaz de France&lt;/font&gt;&lt;/a&gt;&lt;/b&gt;, whose shares rose 4 per cent on Monday. His victory increases the chances of GdF’s merger with &lt;b&gt;&lt;a href="http://mwprices.ft.com/custom/ft2-com/html-quotechartnews.asp?FTSite=FTCOM&amp;amp;q=SZE&amp;amp;searchtype&amp;amp;expanded=&amp;amp;countrycode=fr&amp;amp;s2=fr&amp;amp;symb=SZE&amp;amp;company=NEW"&gt;&lt;font color="#003399"&gt;Suez&lt;/font&gt;&lt;/a&gt;&lt;/b&gt;, although his likely prime minister has suggested an alternative: merging GdF with Sonatrach, an Algerian supplier. Mr Sarkozy has also said he would renegotiate the hard-won compromise agreement with the German government over EADS’s restructuring. Shares in &lt;b&gt;&lt;a href="http://mwprices.ft.com/custom/ft2-com/html-quotechartnews.asp?FTSite=FTCOM&amp;amp;q=EN&amp;amp;searchtype&amp;amp;expanded=&amp;amp;countrycode=fr&amp;amp;s2=fr&amp;amp;symb=EN&amp;amp;company=NEW"&gt;&lt;font color="#003399"&gt;Bouygues&lt;/font&gt;&lt;/a&gt;&lt;/b&gt; also rose on Monday on speculation of some sort of politically inspired deal between the property and media conglomerate, engineer Alstom and nuclear power group Areva.
&lt;p&gt;Such developments would sit uneasily alongside Mr Sarkozy’s supposed reformist zeal. Investors should be wary of a president who is as likely to take away from the corporate sector with one hand, as to give with the other.

&lt;p&gt;The medicine France’s economy needs is widely agreed upon, although sadly mainly outside France. Labour market liberalisation, cuts in the public sector and reform of the 35-hour working week rank among the priorities. Neither candidate has committed wholeheartedly to such a programme.

The two will brief the committee members on the secret, unofficial talks they conducted, and on the understandings they reached for a peace agreement between Israel and Syria.&lt;/span&gt;&lt;/div&gt;

&lt;p style="text-align:center" align=right&gt;&lt;font size=3&gt;&lt;b&gt;تقاطع السياسي والطائفي&lt;/b&gt; &lt;/font&gt;
&lt;p align=right&gt;&lt;font size=3&gt;الواقع المأزوم الذي وصل اليه جميع الاطراف اليوم لا يتعلق بقصور في قدرات الفاعلين السياسيين بقدر ما يتعلق ببنية النظام وتركيبة السلطة فيه والتي تتمحور في الرئاسات الثلاث. وهو تمحور يتقاطع فيه السياسي مع الطائفي والمذهبي. وهو تقاطع ادى في الممارسة العملية الى نشوء ما عرف باسم &amp;quot;الترويكا&amp;quot; في مرحلة من المراحل رغم ان الدستور لا يتحدث عن شيء من هذا.&lt;br&gt;والتدقيق في هذا التوزيع الطائفي - المذهبي للمواقع الرئاسية يبين ان موقعين من المواقع الرئاسية الثلاثة، يحدد الدستور لشاغليهما من الموارنة والشيعة فترة زمنية ثابتة، الاولى محددة بست سنوات، غير قابلة للتجديد الا بتعديل صعب للدستور، والثانية محددة بأربع سنوات قابلة للتجديد، يترافق هذا التحديد الزمني مع نصوص دستورية تجعل من تغيير او اختصار مدة او إقالة أي من شاغلي هذين الموقعين أقرب الى الاستحالة مهما حدث من تغييرات على مستوى الكتل النيابية التي اوصلت هذين الرئيسين الى موقع الرئاسة. الأمر الذي يجعل هذين المنصبين أقرب الى الثبات والاستقرار الدستوري والسياسي.&lt;br&gt;في حين تتركز الدينامية السياسية في الموقع الثالث، اي رئاسة الحكومة وهو غير محدد بفترة زمنية، حيث تتجمع وتتركز عليه كل معطيات الحراك السياسي التي تجعل الحكومة عرضة للسقوط عند تفاقم الاحتقان السياسي وعند اي تغيير يطرأ على تحالفات الكتل النيابية. وهذا ما يجعل رئيس الحكومة السني، بسبب إشغاله هذا المنصب وليس بسبب سنيته وانتمائه المذهبي، عرضة لكل انواع الضغوط السياسية والشعبية. ذلك ان الحكومة هي المنفذ الوحيد لتصريف كل انواع الاحتقانات والنزاعات التي تفرزها الحياة السياسية.&lt;br&gt;يمكن هذا النوع من الانظمة السياسية، ان يكون فعالا في مجتمعات ديموقراطية سليمة لا يتقاطع فيها السياسي مع الطائفي. فهو يضمن تداول السلطة، ويؤمن المساءلة والمحاسبة لعمل السلطة التنفيذية، ويوفر في الوقت نفسه نوعا من الاستقرار السياسي المصاحب لدينامية سياسية تسمح بتصريف الاحتقانات وتفتح الطريق امام احداث تغيير في السلطة التنفيذية كلما تغيرت التحالفات السياسية.&lt;br&gt;الا ان هذا النوع من الانظمة السياسية يمكن ان يكون مخربا للاستقرار السياسي في المجتمعات المتنوعة طائفياً، خاصة تلك التي يسود فيها التقاسم الطائفي - المذهبي للسلطة وفق محاصصة دقيقة تحفظ التوازنات المعقدة. في هذا النوع من الازمة يتقاطع السياسي مع الطائفي حيث تصبح المناصب السياسية تعبيراً عن مصالح الطائفة ودورها في الحياة السياسية، الأمر الذي يخلق كوابح بنيوية مانعة لأي تغيير جدي أو جذري، ومعطلة لأي تعديل يخل بموازين القوى التي تتركب منها السلطة. وفي كل مرة حاول فريق سياسي يمثل غالبية طائفية ما، ولو كان متحالفاً مع اقليات من طوائف اخرى، لاسباب داخلية أو خارجية، مهما كبرت او تعاظمت قدراته التنظيمية والمالية بل وحتى العسكرية، ان يتجاوز هذه المعطيات السوسيولوجية الناظمة للحياة السياسية، أدى ذلك الى اصطفاف طائفي ومذهبي مهدد للسلم الاهلي. وما لم يتم احترام اصول &amp;quot;اللعبة&amp;quot; السياسية ذات الخصوصية اللبنانية الطوائفية بامتياز، يمكن لهذا النوع من الانظمة السياسية ان يكون منتجاً للأزمات والانقسامات والنزاعات، بل وللحروب الاهلية على الدوام. &lt;/font&gt;
&lt;p style="text-align:center" align=right&gt;&lt;font size=3&gt;&lt;b&gt;وهم الديموقراطية التوافقية&lt;/b&gt; &lt;/font&gt;
&lt;p align=right&gt;&lt;font size=3&gt;إجترح العقل السياسي اللبناني للخروج النظري من مأزق النظام البنيوي، بدعة هي اشبه بالوهم، مريحة للضمير السياسي الجمعي بما تضفيه من تجميل على قباحة النظام الطائفي، أطلق عليها &amp;quot;الديموقراطية التوافقية&amp;quot;. والمتمعن في هذا المصطلح يجده صيغة مطاطة، بل ان استخدامه السياسي جعله شديد الغموض وقابلا بشكل لا محدود لكل التأويلات المتناقضة.&lt;br&gt;بل ان الباحث عن أصول ناظمة لهذه الصيغة التي اصبح الحديث عنها أشبه بمونولوج يومي، لن يجد فهما تطبيقياً واحداً لها. والواقع ان ارتفاع منسوب الاستخدام السياسي لهذا المصطلح أدى الى تعميق المأزق وتخريب ما تبقى من دينامية سياسية في النظام اللبناني، بحيث بات اي تغيير في اي موقع من مواقع السلطة في الرئاسات او الوزارات او وظائف الفئة الاولى او حتى التشكيلات ضمن الوظائف العامة، يحتاج الى توافق طوائفي، الأمر الذي عطل ما تبقى من بذور مؤسسية موروثة من المرحلة الشهابية، او متضمنة في اتفاق الطائف، وخرّب آلية عملها الشرعية والدستورية، بل حوّل الحياة السياسية الى ما يشبه كونفيديراليات الطوائف المكرّسة التي تعتاش على التعبئة الطائفية والمذهبية وتتغذى من الاصطفافات الحادة بما يؤدي الى تعميم ثقافة الانقسام وتوسيع دائرة &amp;quot;التسمم&amp;quot; الطائفي والمذهبي في كل الاتجاهات وعلى كل المستويات.&lt;br&gt;الديموقراطية التوافقية هي الاسم الرمزي لنظام التحاصص الطائفي والمذهبي البغيض، هي القناع الذي يستخدمه السياسيون الطائفيون وهم يرجمون النظام الطائفي ويطالبون بحصة فيه. إنها الشعار الزائف لتقاسم الغنيمة وتوزيع الأسلاب والمغانم والمناصب. وهي في الوقت نفسه صيغة مخادعة لانها توفر خلفية اخلاقية لمشروع طائفي لا أخلاقي يكرّس الانقسام الوطني على حساب العيش المشترك، ويدّعم الدويلات الطائفية على حساب مشروع الدولة الجامعة القادرة والعادلة.&lt;br&gt;ويمكن للباحث السياسي ان يفتش ملياً في الوثائق الدستورية عن هذه &amp;quot;الديموقراطية التوافقية&amp;quot;، فهو لن يجدها كمصطلح وكنصوص جامدة او محددة. ولن يجد تالياً آليات ناظمة لها. ولكن بالامكان الاستنتاج ان &amp;quot;روح&amp;quot; الدستور و&amp;quot;أعراف&amp;quot; الممارسة السياسية التاريخية قد لحظت ما يسمى &amp;quot;صيغة العيش المشترك&amp;quot; بين المسلمين والمسيحيين، وهي صيغة شكلت على الدوام قاعدة الاجتماع السياسي اللبناني. وهي صيغة تختلف عما يحاول البعض تحميله لمصطلح الديموقراطية التوافقية، ذلك ان &amp;quot;روح&amp;quot; الدستور و&amp;quot;اعراف&amp;quot; الممارسة السياسية التاريخية ما لحظت، عدا عن حفاظها على حصة الطوائف في التركيبة السياسية، شيئاً عن صلاحيات المذاهب الثمانية عشر لجهة تمليكها القدرة على تعطيل الحياة السياسية والمؤسساتية للدولة. ولا هي لحظت حتى لأحد المذاهب الثلاثة الكبرى في لبنان (الموارنة والسنة والشيعة) او ملّكتها مثل هذه القدرة.&lt;br&gt;فقد حرص المشترع على التشديد في &amp;quot;تشكيل السلطة&amp;quot; على تمثيل كل الطوائف احتراماً لميثاق العيش المشترك، لكنه لم يلحظ في آليات عمل السلطة&amp;quot; ما يجعل اي طائفة او مذهب مالكاً حق الفيتو، وإلا أصبحنا في كونفيديرالية طوائف مكرّسة. وهذا في تقديري هو الحد الفاصل بين صيغة العيش المشترك والشعار الزائف والمخادع عن الديموقراطية التوافقية.&lt;br&gt;من هنا جاءت مسألة المناصفة بين المسلمين والمسيحيين التي نصّ عليها دستور الطائف، وخلفها تكمن فلسفة الحاجة الى الثلثين لإقرار ما يتعلق بالقضايا الحيوية والاساسية والتي لم يتركها الدستور للاجتهاد بل حددها بشكل واضح منعاً للالتباس، بحيث تتمنع على طائفة وحدها قدرة الاستئثار بالسلطة او التعطيل لآليات عملها، فلا يمكن للثلثين في مجلس الوزراء او مجلس النواب إلا ان يعكسا تمثيل اطياف المجتمع اللبناني المتنوعة طائفياً ومذهبياً. وما الحديث عن الثلث المعطل او الضامن او المشارك إلا استخدام لمنطق مقلوب يريد الالتفاف على صيغة العيش المشترك بإمتلاكه مفتاح التعطيل والقدرة على الابتزاز والمساومة لتفريغ سلطة الاكثرية من مضمونها بحجة تلك الصيغة المخادعة &amp;quot;الديموقراطية التوافقية&amp;quot;.&lt;br&gt;والخطورة في هذا &amp;quot;العرف&amp;quot; الجديد الذي يريد البعض اعتماده في الحياة السياسية اللبنانية بدعوى المشاركة تارة ورفض الاستئثار بالسلطة من قبل جانب الغالبية تارة اخرى، وهو كلام حق يراد به مسائل اخرى، تكمن في استحداث بدعة تفتح المجال لتعميم هذا الحق و&amp;quot;تنزيله&amp;quot; ليصبح ايضاً حقاً مكرساً للمذاهب الثمانية عشر، او على الاقل للمذاهب الاساسية بحجة التوافق والديموقراطية التوافقية. وهذه بلا شك وصفة سريعة لتفكيك الاجتماع السياسي اللبناني وتخريب ما تبقى من مؤسساته الدستورية، وانحدار مريع في ثقافة العيش المشترك، والآليات الناظمة له. انه تأسيس جديد للسلطة واعادة تشكيل لها على قاعدة فيديرالية مضمرة، تؤسس لاحتراب طوائفي دائم.&lt;br&gt;ليس في هذه الخلاصة مبالغة. فالعقل السياسي المحتقن بشعارات التخوين التي بلغت من الاسفاف ما جعلها مادة للسخرية، يطرح مادته دون ان يكلف نفسه عناء تقديم حيثياتها المقنعة. فالتوافقية تعني عند هؤلاء &amp;quot;الديموقراطيين الجدد&amp;quot; مشاركة كل البرلمان في الحكومة، بل بعضهم من ذوي الرؤوس الحامية يطلب مشاركة كل المعارضة بما فيها تلك غير الممثلة في البرلمان. وهذا البعض حين يسّوق لهذا الرأي لا يقول لنا كيف يمكن بعد ذلك المحافظة على فصل السلطات الذي هو مفتاح الديموقراطية وشرطها، بل هو لا يتعب نفسه في التفكير بمخاطر ان تتحول الحكومة الى &amp;quot;هايد بارك&amp;quot; في الحالة الثانية.&lt;br&gt;العقل السياسي هذا يقدم مادته التوافقية دون ان يشرح للديموقراطيين البسطاء من امثالنا، كيف يمكن للتوافقية، التي تتطلب دائما الاجماع، ان تكون ديموقراطية؟ اليس جوهر الديموقراطية تنظيم الاختلاف وتداول السلطة نظراً الى استحالة الاجماع؟ ثم الا تؤدي التوافقية بهذا المضمون الى الغاء المعارضة وتحويل السلطة الى محاصصة طائفية ومذهبية يمتلك كل طرف فيها حق الفيتو المعطل؟ وفي صيغة كهذه اية مؤسسات يمكن ان تعمل واي نوع من القرارات يمكن ان يولد؟&lt;br&gt;إن هذا النوع من التوافقية تحت ستار الديموقراطية، يهدر ما تبقى من روح مؤسسية في الدولة، ويشرّع الباب امام فيديرالية مقنّعة تحتاج دوماً الى مرجعية خارجية تتدخل لتجري المصالحات وتقيم التوازنات في الداخل.&lt;br&gt;ان هذه الصيغة التي يحاول البعض تثبيتها كعرف في مرحلة ما بعد الوصاية السورية على لبنان، هي صيغة اسوأ بكثير من صيغة ما قبل الطائف. انها باختصار من اخطر الصيغ التي انتجها العقل السياسي المأزوم، انها نوع من الفوضى الخلاقة للفتن الطائفية والمذهبية، المولدة والمنتجة لاحتراب اهلي يدوم وينتظم بدوامها وانتظامها، بل هي في احسن حالاتها مصدر لثقافة الفتنة والقسمة وسبب لتعطيل مشروع الدولة وتفريغ المؤسسات من فاعلياتها.&lt;/font&gt;

&lt;p&gt;Slow economic growth rates and high unemployment, rancorous wrangling between the region’s leaders over the EU’s priorities and budgets, and the rejection of the EU’s constitutional treaty in 2005 by French and Dutch voters have all reinforced the impression that Europe is unhappy with today and unsure of tomorrow. The looming presence of an authoritarian energy-rich Russia and the stunning dynamism of Asia’s economies have alarmed the inhabitants of western Europe. China will eat our lunch and India will eat our dinner, as one British business leader cheerfully puts it.

The right’s newly selected presidential candidate may be pint-sized but his economic aims are big.
&lt;p&gt;Most crucial for France’s future growth are Mr Sarkozy’s proposals to reform public finances and the labour market. Introducing a new single labour contract, which would offer employers more flexibility in firing workers but also greater protection for some, would ease labour market sclerosis. Making mortgage payments tax deductible, another electoral pledge, should stimulate the housing market and increase property ownership – low in France compared with its European neighbours.

&lt;p&gt;Les juifs anciens auraient vécu sur la côte, dans les plaines et sur les montagnes du pays du Cèdre avant les communautés musulmane et chrétienne qui l’ont peuplé quelques décennies plus tard. Le tremblement de terre qui a détruit la ville de Beyrouth en l’an 502 a démoli une synagogue âgée de plusieurs dizaines d’années que les juifs de l’époque avaient bâti. Au septième siècle, sous le règne du calife Mouawiya, une partie de la communauté juive s’est établie à tripoli, puis à Sidon en 922 et à Tyr en 1070. Sous la protection de l’émir Béchir, la communauté juive du Chouf (Deir el Qamar, Barouk, et Hasbayah) possédait un cimetière, des écoles et plusieurs synagogues dans le Mont Liban. Une synagogue a été édifiée à Aley en 1890, une autre à Bhamdoun en 1915. Vers le début du 19ème siècle, on comptait plus de 4000 juifs au pays du Cèdre venus, des contrées voisines (Syrie, Irak, Turquie, Perse, Grèce), s’installer sur ces terres. La communauté juive du Liban a connu l’apogée de sa prospérité et de son épanouissement durant le mandat français (création du journal « Le Monde Israélite » et du journal « Le Commerce du Levant » ; création de « Safra bank » et de « Zilkha bank »). Le quartier de Wadi Abou Jmil est devenu le centre économique, social, culturel (plusieurs écoles) et religieux de la communauté (construction de la synagogue « Magen David Abraham » qui existe toujours). Peu après la création du Grand Liban (1920), la communauté juive du Liban était la première et la seule communauté juive au Moyen orient à jouir d’une reconnaissance et d’une protection constitutionnelle. Dans les années trente, et avec le soutient d’Emile Eddé, président de la république libanaise, l’idée d’octroyer un siège parlementaire à cette communauté fit son chemin. Elle a aussitôt été rejetée par le Haut Commissaire de la France, représentant le mandat français au Liban. Avec l’éclatement de la guerre arabo-israélienne de 1948 et la création de l’Etat d’Israël, des mouvements de migrations vers le Liban en provenance des pays environnant avaient, paradoxalement, renforcé la présence juive au Liban. En effet, la majorité des juifs libanais affichaient un certain scepticisme envers la vie dans un Kibboutz et envers l’Etat d’Israël en général (certains juif libanais ont servi dans l’armée libanaise durant la guerre de 48 ! ), malgré les efforts de certains mouvements de recrutement sionistes locaux. Cette méfiance était confortée par le sentiment de pleine appartenance à la « nation » libanaise. La guerre et l’amalgame entre « juifs » et « sionistes » ont contraint cette communauté à adopter un profil bas (célébrations discrètes des fêtes religieuses, démission des officiers juifs de l’armée libanaise, restriction de la liberté d’expression, etc.). La guerre civile porta un coup dur à la communauté la réduisant à moins de 3000 membres en 1970. La désintégration de la nation libanaise à travers la multiplication des conflits interconfessionnels eût pour effet l’affaiblissement de l’autorité de l’Etat. L’incapacité à protéger les membres de la communauté encouragea les atteintes répétées envers les personnes et les intérêts juifs (harcèlement de professeurs accusés de prêcher le sionisme, commerçants menacés, etc.). Angoisse, insécurité et pessimisme sont devenus le quotidien des juifs du Liban. La communauté n’eût d’autre choix que d’organiser l’immigration. Curieusement, la destination favorite des expatriés n’était pas Israël mais certains pays européens et américains (France, Italie, Etats-Unis, Canada). Le déclenchement de la guerre civile de 1975 contribua à la détérioration d’une situation déjà critique. Des massacres furent commis contre des juifs libanais. L’emplacement géographique de Wadi Abou Jmil, au sein de la zone de conflit militaire, exposait la communauté aux risques d’enlèvement d’otages. La vie des juifs libanais n’était plus la même. La plupart des centres religieux, culturels et commerciaux étaient contraints de fermer. Israël envahit le Liban en 1982. A cette époque, le Liban traversait la période la plus violente depuis son existence. Malgré tout ce que cette communauté avait subi, une grande partie de la communauté refusa l’offre d’Israël de renoncer à la nationalité libanaise en contre partie de la nationalité israélienne. Ce fût une décision courageuse mais coûteuse : les enlèvements et les massacres continuèrent malgré cette prise de position patriotique. Aujourd’hui, avec une quelques dizaines de vieillards discrets, la communauté juive du Liban a pratiquement cessé d’exister. 
&lt;p&gt;Que nous reste il des deux décennies de traditions juives au pays du Cèdre ? Une histoire triste… l’histoire des juifs du Liban.

In theory, that might prevent the US company from developing a stranglehold on digital music in France and benefit consumers using Apple's download service by allowing a choice of hardware providers.

&lt;p&gt;The world, as it turns out, is not enough. Against what seemed the unstoppable march of globalisation, more and more politicians are erecting protectionist barricades. Persuading French citizens of the benefits of European integration has become increasingly difficult, with unemployment at nearly 10 per cent. Fear of globalisation also resonates in the USA, where protectionist voices are growing louder even with unemployment below 5 per cent. 
&lt;p&gt;In the West, the middle classes, as well as factory workers, are realising that the side effects of globalisation are uncertainty and dislocation. Terrorism, high energy prices and fast-moving hedge funds have contributed to national insecurity.
&lt;p&gt;

&lt;p&gt;Mr Walid Elias Kai, who is of Lebanese origin and works in a technology company, and his wife Carol registered their baby's name as Oliver Google Kai.

Ces solutions restent toutefois contraignantes et impliquent le paiement d'un prix élevé, qu'il soit financier ou géostratégique. Avant l'essor économique provoqué par le pétrole, le pays importait une grande partie de son eau potable par bateau à voile du Chatt al-Arab [l'embouchure de l'Euphrate et du Tigre, dans le golfe Persique], longtemps disputé entre l'Iran et l'Irak. En effet, si le Koweït souffre d'une absence d'eau, ses deux voisins du nord, l'Irak et l'Iran, en ont en abondance à disposition. Or ces deux pays n'ont jamais consenti à fournir le précieux liquide sans exiger l'alignement du petit émirat sur leur propre politique, surtout en ce qui concerne les affaires étrangères. Compte tenu du risque de soumettre sa souveraineté nationale à la menace de fermeture du robinet, le Koweït a préféré une option politiquement moins contraignante, mais plus onéreuse : le dessalement, payé avec les recettes du pétrole. Six stations de dessalement sont actuellement en service, une septième est en construction. Elles fournissent près de 90 % de l'eau potable, ce qui fait du Koweït le troisième pays au monde pour le dessalement de l'eau. Mais cette technique coûte excessivement cher. Et les solutions qui consistent à transporter de l'eau du Chatt al-Arab, des rivières Karoun, en Iran, ou Ceyhan et Seyhan, en Turquie, resteront toujours problématiques. Pourquoi alors ne pas envisager une voie qui n'a pas encore été exploitée : la conjugaison de l'or noir du Koweït avec l'or bleu du Liban ? Nous savons en effet qu'au Liban les montagnes sont abondamment arrosées par la pluie, mais que des millions de mètres cubes d'eau se déversent chaque année en pure perte dans la Méditerranée. La question d'un tel partenariat est posée aux générations futures de nos deux pays.&lt;/div&gt;&lt;img
